Complaint against Mahatama Gandhi University , Meghalya operating from Delhi

Sub : Complaint against Mahatama Gandhi University , Meghalya operating from Delhi .

Respected Sir

This is for your kind attention that Mahatama Gandhi University , a state Private University located at 13 Mile , G S Road , Khanapara , District Ri- Bhoi , Meghalya – 793101 is actually having a skeletal staff of 5-6 counsellors only at this campus , it is actually working from New Delhi from 2624 , Hudson Lines , Near North Campus ,New Delhi – 9 and E – 77 , South Extension Part 1 , New Delhi – 49 .

Complaint No. 1

This University has created thousands of centres with in and outside the state of Meghalya and is still creating new centres by charging 50000 – 150000 per new study centre in Delhi as well as all other states  in India .

As per DEC guidelines given below ( taken from DEC website ) University cannot create study centres in franchise mode and University if at all wants to create study centres has to be managed by the University themselves and not by private entrepreneurs , however all the study centres are created by charging a franchise or authorization fee from private firms / trusts and Societies and the land and building owned / rented by Private Individuals or firms .

Moreover University is also charging 50 % of Course Fee and in addition charges like Enrollment Fee , Examination fee are also being charged to the students , Sharing of course fee automatically implies Franchising .

University is still creating centres despite the under given guidelines dated 08.06.2012 .

Offering of programmes through Study centres by Universities/ Institutions

The DEC in its 40th meeting held on 08.06.2012 has decided on the policy of territorial jurisdiction in respect of the open and distance learning

institutions which is stated as under:

 In case of Central Universities, the Territorial Jurisdiction will be as per their Acts and Statutes for offering programmes through distance

mode.

 In case of State Universities (both Govt. funded & Private), the Territorial Jurisdiction will be as per their Acts and Statutes but not beyond the boundaries of their respective states .

 In case of Deemed to be Universities, the Territorial Jurisdiction will be as per the notification of Govt. of India to accord them this status until

a policy decision is taken by the UGC.

 The Territorial Jurisdiction in case of Private Institutions (other than Universities) will be headquarters. In case any such institution desires to

offer programmes beyond its headquarters then it should establish its new institutions as per norms.

 The study centres are simply facilitators in programme delivery. No University/ Institution will be allowed to franchise the Study centres; the

Universities/ Institutions will have to operate the study centres themselves.

All the ODLIs are hereby directed to adhere to the territorial jurisdiction policy, henceforth.

Complaint no. 3

Examination of enrolled students are being conducted in on line mode and are conducted with in the study centre at the convenience of the students and students pass these examination with the connivance of the study centre owners and staff .

University does not send any observer for the conduct of fair examination , University also does not appoint local observers and does not create neutral examination centres  such as schools / colleges or large computer centres ( not owned by study centres ) .

It is a scam where lakhs of students are passing out their examination with the active support of the owner – Mr. Rajan Chopra , Owners of study centres and the students  .

Complaint no.  4

MGU conducts On demand Examination , that is any one with sizeable number of admissions can approach the owner , strike a deal of premium and can get the examination conducted within  24- 48 hours by generating Enrollment numbers and Roll numbers for examination . Please see MGU website .

Complaint no. 5

Eligibility – One of the most important function of any awarding body does not exist , MGU does not check the eligibility of students who apply for various courses through study centres , even a X class pass student can get a M . Com degree as long as he can pay the fee and premium .

I posses MGU mark cards of students of Masters degree holders whose qualification is only XII and that too with reappear. I will handover these mark cards to authorities at the appropriate time .

Complaint  no. 6

Mr. Rajan Chopra is also conducting single sitting examination for the students by charging a premium of Rs. 10000 /-  plus Course Fee and other Fee from the study centres / students . Rates for two years together and three years together are different .

Two students who passed out XII last year has already done B A First and second Year with in less than a span of one year of passing out . ( Mark cards available with verification done by MGU )

Complaint no. 7

In certain cases MGU is also providing back date cases  by making a student appear for examination and issuing the mark card in back date by charging upto Rs. 25000 /- per case .

Complaint no. 8

MGU has a separate rate for every thing , You can have mark card and degree of any course as long as you can pay , You can pay for M Tech , Phd , B Sc. Nursing , BAMS , MBA , MCA in regular mode though University’s campus is still under construction and University makeshift campus in Meghalaya does not run these programmes in their campus as they do not have the requisite infrastructure .

Complaint no. 9

Mr. Rajan Chopra openly flaunts his connections with the Chief Minister of Meghalya – Dr. Mukul Sangma and every one knows that the CM is the confirmed partner in MGU .

Too much of action on CMJ University and absolutely no action on MGU is a clear indication of double standards .

As far as irregularities are concerned MGU is one step ahead and not behind .

Last

Mr. Rajan Chopra is person of dubious character , In the past he has been working with PTU as their Delhi Coordinator and has made the centres suffer due to poor services , recently PTU terminated the agreement with him .

He has also been working with KSOU , Mysore in online mode and has failed to deliver results and mark cards for thousands of students .

 After the creation of MGU he has created wealth of more than 1300 crores  in deposits , gold and properties .

Mahatama Gandhi University , Meghalya is the mother of all Educational Scams .

I request the authorities to please investigate the matter and do the needful.

Advice to the Centres and Students of MGU , Meghalya .

All MGU centres and students are informed that the courses done outside the territorial jurisdiction of the University are fake , the degrees you are carrying are nothing but a piece of paper which will not land you in decent jobs but will land you in jails.
